The Nero Custom is a Custom Vehicle, which can be obtained by first buying the standard Truffade Nero for $1,440,000, and then converting it to this custom variant in the Benny's Original Motor Works for an extra cost of $605,000.
The Nero Custom can be stored in any of your Properties/Garages as a Personal Vehicle. It can be customized at Benny's Original Motor Works.
Once acquired, you can request the delivery of the Nero Custom from the Mechanic.
On PS5 and Xbox Series X|S, the Nero Custom can also be unlocked as a Career Progress Reward by completing Tier 4 in the "Import / Export" category.

Yes, you can sell the Nero Custom at Los Santos Customs, however, if you obtained it as a free reward, the resale price will only be the 10% of the value of the upgrades you applied to the vehicle, without any value for the vehicle itself.
